Why dont you add taxis. When you drive the taxi, you will own it until you unload yourself. Then you will have to pay on how much seconds you drive on.

A unique idea to be sure, but we'll have to wait and see if it's really necessary. I intended for public transportation to have a greater presence in RLFM Expanded.
